Assignment Description:
The City of St. Petersburg is the biggest point source polluter within the Baltic Sea. The strategic environmental goals of the water utility, SUE Vodokanal of St. Petersburg (the Company), are to develop the sewer systems and wastewater treatment plants so that all wastewater is collected and treated according to the EC Directives by the year 2015. A feasibility study commissioned by Vodokanal and sponsored by the Finnish Ministry of the Environment and the Swedish Development Cooperation Agency (SIDA), was completed in November 2006. An investment program called the Neva Direct Discharges Closure Program ("the Program") has been developed based on the study. The Project is co-financed by the European Bank for Reconstruction and Development ("EBRD"), Nordic Investment Bank ("NIB"), European Investment Bank ("EIB"), EBRD Shareholder Special Fund ("SSF"), Northern Dimension Environmental Partnership ("NDEP"), Swedish International Development Cooperation Agency, Ministry of the Environment of Finland and other donors, the City of St. Petersburg, the Russian Federation and the Company The first phase of the investment program (the Program Part A) with the total cost estimated at approx. EUR 330 million includes the following components: (1) completion of the Northern Tunnel Collector (NTC) (2) partial reconstruction of the Northern WWTP (3) partial reconstruction of the Central WWTP. International financing will be used for completion of the NTC pumping station and reconstruction of the Northern WWTP, these investments representing "the Project". The international loan financing totals to EUR 60 million and the international donor financing - EUR 40.8 million. The loan agreements with the EBRD and the NIB were signed on 20 May 2009 and with the EIB - on 5 June 2009. The remaining part of the Program Part A will be financed by Vodokanal, the City of St. Petersburg and the Russian Federation. The Company intends to appoint a Project Engineer to act as the Project Manager and FIDIC Engineer and assist Vodokanal with the implementation of the Project. More specifically, the tasks assigned to the Project Engineer will include: - General co-ordination under the Project; - Development and control over the implementation strategy for the Project; - Review and finalization of outline designs prepared by other consultants; - Development of tender dossiers and supervision of tendering procedures; - Finalization of contracts between the Company and selected contractors as well as contract administration; - Acting as the FIDIC Engineer in all contracts and subcontracts under the Project; Anticipated Assignment Start Date and Duration: It is anticipated that the assignment will start in fourth quarter 2009 with the total duration of 4 years. Funding Source: It is anticipated the contract will be financed through NIB, EBRD and EIB loans.

There are no eligibility restrictions. Consultant Profile: The Project Engineer will be a firm or consortium of firms that can demonstrate relevant expertise and capability to undertake this assignment. The Project Engineer shall be responsible for mobilization of qualified managers, engineers, technicians and other professional staff with proven experience in the administrative management, procurement, design and supervision of similar construction works and acquisition of equipment for investment projects in comparable climatic and geological conditions It is essential that the Project Engineer has an extensive knowledge of FIDIC procedures and proven experience in management of projects involving design and construction of wastewater facilities as well as in construction supervision of wastewater treatment plants and pumping stations. It is also essential that the Project Engineer has practical experience of similar assignments in the Russian Federation and is capable of mobilizing staff availing of adequate knowledge of Russian design, construction and permitting regulations. It is expected that the team proposed for the assignment will include the following expatriate and local key experts with short-term support as required in other disciplines: - Project Manager - Deputy Project Manager - Resident Engineer - International Financial Institutions Procurement and FIDIC Contracts experts - Cost & Quality experts - Claims management expert - Environmental specialist - Health & Safety specialist - Team Leader - Pumping Station Construction - Team Leader - WWTP Construction - Water and Wastewater Engineers - Designers - Finance/Disbursement Specialist A total input of about 450 person-months is anticipated
