According to section 2.1.2 in the contest the winner or one of the winners will be awarded the contract.

The response to IV.5.3 should therefore be yes.

The languages allowed in the request for design contest notice, included attachments, are Norwegian, Swedish and Danish. We emphasize that this is only related to the application to planning- and design contest included the attachments. The documents related to the planning- and design contest, the contract and the project language will be in Norwegian.

Landscape architect

It has been decided in meeting 15.12.2007 that the landscape architect will be included in the planning- and detail-designing contest.

The same criteria as applied for the architect applies for the landscape architect. The criteria are listed in the planning- and design contest.

Criteria for qualitative selection
With reference to the prequalification documents, chapter 4 "Criteria of Qualification"

Economic and financial information
The following change is made to Section 4.3.1 "credit rating": the companies must be prepared that they may be demanded to provide a credit rating in connection with the qualification evaluation.
Thus, it is no longer required that the request to participate must include "a credit rating from an institution approved for credit rating".

Prizes
The following change is made to chapter 7, section 1 regarding prizes:
A prize of NOK 150.000,- will be awarded to all prequalified architect companies who deliver proposals in accordance with the prequalification documents, included the company being awarded the contract.

Winner of the contest
The following change is made to chapter 7, section 3 regarding the number of winners:
A jury will be appointed in accordance to the Norwegian regulations regarding public procurement chapter 23. The jury shall appoint 1 winner which is recommended for further negotiations with the municipality, ref. the Norwegian regulations regarding public procurement § 14-4 letter i).
The Jury′s decision is not binding on the municipality, merely a recommendation.

Can it be further described what is required in regard to the Company′s capacity for carrying out the project?

The Company shall document that it has capacity to complete the project, in the design competition phase, as well as in the engineering phase.

Composition of the jury
What is the composition of the jury?
A jury will be appointed in accordance with chapter 23 in the Norwegian regulations regarding public procurement. The composition of the jury will be described in the design contest documents. The jury will include both landscape architect and architect.

The Norwegian architect union, NAL, has been requested to coordinate the composition of the jury.

The environment
How will the environmental requirements be evaluated and what are the minimum requirements?
In the prequalification document section 4.4 it is stated as a minimum requirement that the company shall document experience with the engineering of buildings of equivalent complexity, as well as buildings with an environmental profile.
The list stated in item 2 contains examples of experience that may be emphasized, but this list is not formulated as minimum requirements.
The ambitions for the environment stated in item 1 in the prequalification document has been approved by the planning committee, and a plan for the environment will be a part of the design contest documents, to be forwarded to the prequalified companies.

Selection
How will the selection of participants be made, and can the weighting of the criteria be further specified?
As described in chapter 4.5 "criteria for prequalification", 3-5 of the qualified applicants will be invited to participate in the design contest.
The criteria stated in chapter 4.5 are clear and non-discriminatory, in accordance with the Norwegian regulations regarding public procurement § 23-1 (7).
The Norwegian regulations regarding public procurement do not require weighting, but in the prequalification documents, the criteria under "best qualified" have equal weighting. This means that the criteria each have a weight of 1/3.

SECTION II: OBJECT OF THE DESIGN CONTEST/DESCRIPTION OF THE PROJECT
 
 II.1)  DESCRIPTION
 II.1.1) Title attributed to the design contest/project by the contracting authority/entity: 
Nesodden municipal centre.
 II.1.2) Short description: 
Nesodden municipality shall enter into a contract for architect services for planning and designing/detail designing new premises for the municipality′s enterprises as a replacement for the current building at Varden.
The Nesodden municipal centre shall include all of or parts of the following functions:
-Administration building
-Secondary school
-Arts centre
-Library
-Recreation club
-Arts school
The municipal centre shall be a multi-purpose building, the building will be in use for a large part of every 24 hours. The municipality has several ambitions for the centre, there are, amongst other things special requirements for the environment universal design/general availability and acoustics. A modern library is an important function which shall be included.
Proposals have been worked out as regards environmental ambitions/targets for the project. The municipal centre shall:
-Be in harmony with its surroundings, have suitable architecture and be based on principles of universal design
-Be a resource efficient and environmentally correct building where area, energy, material and technical systems are used efficiently throughout the building′s lifetime
-Emit as little greenhouse gases and matter which can be harmful to health and the environment as possible through the construction, running and realisation of the building.
The project′s gross area is provisionally estimated to approx. 15 000 m2.
The municipality′s enterprises/new municipal centre will be jointly housed at Tangen, Nesodden.
The project is planned to be realised in several construction stages.
