    Aufgabe The contracting authorities are seeking an innovative private sector partner or partners to participate and invest in a new Public Private Partnership vehicle (a "Local Education Partnership" or "LEP") to be established jointly with some or all the contracting authorities. Subject to the note at the end of this section, the LEP will provide (or arrange for the provisions of) "Partnering Services", which will include (but not limited to) the development of a strategic investment programme for educational facilities and, potentially, leisure facilities ("Relevant Facilities"). These Partnering Services will also comprise the following services:
    (a) strategy advisory services;
    (b) programme management services;
    (c) project development services;
    (d) procurement consultancy services; and
    (e) procurement and delivery or management of all services required to deliver the strategic investment programme for the Relevant Facilities (including through the provision, integration and management of supply chain arrangements). It is anticipated that such services may include:
    (i) architectural services; (ii) engineering services; (iii) construction services; (iv) technical services;
    (v) building services; (vi) hard facilities management services; (vii) soft facilities management services; (viii) information communication and technology ("ICT") services; (ix) educational support services;
    (x) education programme development services; (xi) educational strategy services; and (xii) supporting wider regeneration initiatives across the Borough of Oldham (as more specifically detailed in the Strategic Partnering Agreement to be issued to bidders at IPD stage) for a period of up to 15 years. The Relevant Facilities, which may be a mixture of new build and refurbished facilities, will be delivered under the Private Finance Initiative (PFI) and/or design and build arrangements. This may include the delivery of the Relevant Facilities through separate SPVs established by the LEP. Where an SPV is established, the shareholders in such SPV may include the LEP, third party equity providers and supply chain members. The contracting authorities may contract directly with the LEP or where an SPV is established, with the SPV. The LEP may also be required to provide for, or arrange for the provision (through supply chain arrangements) of, the management and/or integration of the Partnering Services, design and build and construction contracts, facilities management services, support services and ICT services (this list is not exhaustive) where the authorities existing arrangements are either transferred or expire. The LEP may take on a wider role in providing professional development activity for ICT and transformational learning initiatives, including the whole of Oldham's secondary school estates. The contracting authorities will require the provision of ICT services and equipment to non-BSF secondary schools (including, potentially, the Radclyffe and Failsworth existing PFI schools), and the provision of an interim ICT managed service for Oldham's secondary schools from the beginning of the contract. There will also be a requirement for an ICT managed service being offered to Oldham's primary schools which those schools will then be able to choose whether to take. The contracting authorities are likely to require a range of services which assist them in delivering the local authority wide requirements including hosting key ICT systems across the secondary and primary school estate. In addition, there may be a requirement for Learning Platform provision in relation to learners aged 13-19 in full or part time education otherwise than at secondary school. In relation to the proposed Academies, there is likely to be an opportunity for the LEP to provide some or all of the Academies' requirements in relation to the provision of ICT/ICT managed services. The LEP will have exclusivity for all hard and soft FM in the BSF PFI schools (except catering) and, subject to confirmation, a minimum of statutory maintenance in the BSF Design and Build Schools. There may be an opportunity for the LEP to provide catering in the PFI schools. The contracting authorities are likely to include 2 sample school schemes within phase 1, which include North Chadderton School (D&B Refurbishment) and Oldham RC School (PFI). It is expected that the LEP will have exclusivity (on terms to be set out in the contract documentation) for Oldham Metropolitan Borough Council's secondary school estate, with the exception of Radclyffe and Failsworth (existing PFI schools) and the proposed Academies. The contracting authorities may require the LEP to deliver other local authority building requirements in its administrative area in respect of the construction and management of leisure and/or health facilities for schools and/or children's services. It is anticipated that other related education projects may include Further Education initiatives or projects within the Primary Capital Programme.
