Short description:
The Cyprus Cultural Foundation was created in 2005 by a decision of the Council of Ministers and tasked with the creation of a Cyprus Cultural Centre in Nicosia, the capital of the Republic of Cyprus. The Cultural Centre will provide a focal point for the island’s performing arts, showcasing national and international performances of music, dance, opera, musical theatre and the spoken word. The foundation is launching an international architectural competition in October 2006. The Cultural Centre will be open by 2010.
The Centre is located close to the Presidential Palace and the Legislature, in an area that has been designated as a major cultural zone. The site is adjacent to the proposed new House of Representatives, the new State Art Gallery, the site of the new Cyprus State Theatre, and old and new government buildings. The district is at the center of the new city, creating an additional focal point for the Capital, outside the historic Venetian city walls.
The Cyprus Cultural Centre will be one of the most significant new works of architecture in Nicosia: a national venue for the performing arts that will have a transformational impact upon cultural provision in Nicosia, in Cyprus within the wider multinational context of the European Union and beyond. It will add a much needed dimension to the civic life of the city: a building that combines beauty with function; that has a sense of presence and occasion; but that is, above all, a human resource, a forum for the people of Cyprus. In the context of the regeneration and revitalisation of Nicosia, the building and its environs will become the focal point for the life of the area and a principal tourist destination in Cyprus. It is intended that the building will become an important new landmark and that it will help to establish the design standards which correspond to the high aspirations for the City and Country as a whole.
The projected final construction cost for the project is estimated not to exceed 80 million EUR. The main performance space will be a 1 350 - 1 400 seat multi-purpose auditorium suitable for symphonic music, dance, opera and musicals; the smaller hall will contain approximately 500 seats and will be suitable for chamber music, dance, jazz, and world music; and the external space will be suitable for larger scale events, providing for audiences up to 2 000. The Centre will also contain spaces suitable for educational activities, exhibitions and informal performance, and be capable, when appropriate, of serving conferences and public events. |

CRITERIA FOR THE SELECTION OF PARTICIPANTS:
The competition will be in two stages. The first stage is open to all architects registered with the professional institution relevant to their country as defined by the International Union of Architects (UIA) or the Technical Chamber of Cyprus or architects of any European Union (EU) member state or member states of the European Economic area (EEA), or states that have signed the Government Procurement Agreement (GPA) or other countries that have signed and ratified agreements of connection or bilateral agreements with the EU or with the Republic of Cyprus, who practice the Architect′s profession according to Community Directive 85/384/EC. Note that the EEA is defined by the Agreement on the European Economic Area, signed on May 2, 1992 in Oporto, and its amendments.
The second stage will be for five to eight architectural practices selected from first stage applicants who meet the following criteria:
1. Ten years experience providing consulting services for projects of similar scope, complexity and visibility. (The maximum number of points available for this criterion is 30; candidate teams who score less than 20 points will be eliminated.)
a) Candidate teams can score up to a maximum of 20 points for references covering architectural design that include a theatre, opera and music halls.
b) Candidate teams may score up to a maximum of 10 points by demonstrating that they have skills and experience in keeping with the aim of the design contest in the following fields: acoustics, electromechanical, safety and security.
2. Experience in projects of a high profile, including at least one with a total construction cost of over 25 million EUR. (The maximum number of points available for this criterion is 30.)
3. Experience working as part of a complex consultant team. (The maximum number of points available for this criterion is 15 points.)
4. The quality and experience of the proposed staff and the proper balance of relevant skills. (The maximum points available for this criterion is 15.) Members of candidate teams must each state the number of architects, engineers and other specialists within their firm, giving details of these people training, specialist fields, the level at which they work and number of years of experience in this field.
5. Evidence that they have the design methodology and coordination procedures needed for a complete architectural and engineering study to be produced. (The maximum number of points available for this criterion is 10.)
The Jury will select five to eight practices on the basis of these submissions. The architects may be invited for interview or subject to further inquiries by the Jury or their advisors at their discretion. |

CRITERIA TO BE APPLIED IN THE EVALUATION OF PROJECTS:
The competition is open to all qualified architects and will be structured in two stages. In the first, qualifying stage, architects are asked to submit credentials. The Jury will then shortlist five to eight practices. The short-listed practices will be asked to submit conceptual design proposals, together with details of their credentials and a fee proposal, based on a design brief and evaluation criteria to be issued to the short-listed competitors in December 2006.
The second stage submissions should illustrate a developed design concept for the Cultural Centre and will comprise:
-Six (6) A1 sheets, mounted on lightweight board, illustrating plans of the principal floor levels, typical sections and elevations at 1:200 and drawings or other representations illustrating the design and character of the building.
-An animated fly-through of no more than three minutes in length on a DVD in either DVD-RW format
-A written report describing the design and technical aspects relevant to subject matter of not more than 3 000 words. The report may be illustrated.
- An outline cost plan. A pro forma for this will be issued at the second stage.
-Two additional un-mounted working copies of each drawing and of the report.
-A 1:500 scale model of the building in context – as defined the stage two brief.
No other models or additional material will be accepted.
The jury will select a winning entry and, at their discretion, will select second and third places. They will recommend to the Foundation appointment of the winning architect for the project. |

Number and value of the prize(s) to be awarded: Each participant in the second stage of the competition will be paid an honorarium of 50 000 EUR following receipt of the second stage submission. The honorarium paid to the architect subsequently appointed to carry out the project will be treated as an advance payment of fees, and subsequent fee payments will be abated accordingly. The Foundation will reimburse reasonable expenses incurred by competitors invited to travel to Nicosia for the purpose of interviews with the Jury and briefing for the second stage. Competitors will be required to obtain approval of estimated expense amounts in advance and submit documentation of actual expenses. |

ADDITIONAL INFORMATION:
- The last date for first stage submissions is 12:00 noon, Monday 4th December
- Although the identities of the short-listed participants invited to take part in the second stage will be known, anonymity will be retained in respect of the authorship of each design submission to the Jury until the assessment has been completed. Submissions will be placed before the Jury anonymously.
- There will be an opportunity for second stage competitors to discuss the brief with representatives of the Cyprus Cultural Foundation and its technical advisory team at a colloquium in Nicosia in January 2007
- Second stage submissions are to be sent to the Competition Secretary. They must arrive no later than Monday 5th March 2007. The winner of the design competition is tentatively scheduled to be announced on 16th March 2007
- The Foundation fully intends to proceed with the appointment of the competition winner as the design architect for the project, taking full account of the recommendations of the Jury and the outcome of the competition. There is a strong presumption that the architect of the winning entry will be offered the appointment. If the Foundation and the architect of the winning entry fail to negotiate terms of appointment, the Foundation may decide, at its absolute discretion, to offer to negotiate with the architect of the next placed entry in the competition. The architect that will be appointed must also comply with the provisions of the Technical Chamber of Cyprus Law.
- An entry may be excluded from the competition for any of the following reasons, as well as the provisions specified by the relevant Cyprus Law.
- If received after the relevant last date for submissions of entries;
- If any of the conditions or instructions are breached or disregarded;
- If a competitor improperly attempts to influence, directly or indirectly, the decision of the Jury.
- Copyright of submissions will be retained by the architect. However, it is a condition of this competition that competitors make their entries available for exhibition, publication or presentation on television, at no cost to the Foundation, for the purpose of presenting or reporting the results of this competition to the public at large. |
